Ecchi is when it's almost hentai but is just safe enough to be aired on TV.
Every season has anime with fan service eg. panty shots, big boobs, bare shoulders, an ankle but very few ecchi.
PG-13 Kill la Kill or Uzaki-chan wa Asobitai! isn't ecchi, R+ Valkyrie Drive Mermaid or Shinmai Maou no Testament is ecchi, and we don't get many of them anymore.
