2/ Doxxing, stalking, spamming & exposure of users is guaranteed.

Moreover, it will set the expectation that users SHOULD trust codes sent from random phone numbers.

Speculating here: misguided cost cutting.

It's hard to understand why else you'd take such a strange path.
