i'm sure gaben probably has some legal escape hatch but i would definitely just issue the refunds en masse for anyone in a region thats blocked from complying with the requirement.
@icedquinn This has turned into a shitshow of humourous proportions. Can't imagine many being denied refunds. The bad PR would be too great if Valve were to deny refunds.
@Forestofenchantment if you request it through the 'gib refund' button it gets auto denied because the bot just goes OVER TWO HOURS, REJECTION STAMPED :fake_verified:
they have however made exceptions in the past when a publisher commits a critical fuckup that causes a game to be completely unplayable, though. (read: if the issue is bad enough that a class action is around the corner.)
