I set up DXVK for SWTOR and it seems the game is running better now than with DX9 (on Windows). Due to running it with DXVK I can also take advantage of the frame limiter inside that and ignore the bad in-game limiter (just set it to max 200fps).

Using a translation layer even on Windows can result in smoother and better performing game, especially on older DX9 games. I suggest trying it out, because it is literally just swapping .dll files to uninstall.

A link for the "best" DXVK fork f0r those interested: https://github.com/EndlesslyFlowering/dxvk
Installation works by downloading the release zip, unzipping the appropriate .dll files to where the game's .exe is and copy-pasting one of the ready-made dxvk.conf files to the same directory. There are more configuration options than those listed on the ready-made confs. For those can look at: https://github.com/doitsujin/dxvk/blob/master/dxvk.conf
