as for why its promotion is a duty, I'd say its implicit in the notion of leadership itself, if leadership isnt just about pointing guns at people's heads. people accept the rulership of their natural superiors only if they feel that its a positive sum relationship

liberal/leftist/anarchistic ontologies have become predominant in the modern era precisely because those reciprocalities have collapsed, and so the lower orders are left only with (justified) resentment towards their rulers who no longer act as true occupants of the Center, but still demand obedience
